Why do i have to but credit card or gift card for free apps for the ipod?

after you sign up, just verify your email and go directly to the apps store and download the apps. for some reason the first time i tried it it didnt work and i got the same error you did. second time i tried it it worked.

To get a free app, you need to set up an iTunes account. To set up an iTunes account, you have to put in credit card information. If you do this, you can download free apps whenever you want and it won’t charge to your credit card. It only charges you if it cost money, and even then it will ask you if you want to buy it.
